Requirements of position
 
  1. Associate Degree in closely related field, and three (3) years of related experience; or a high school diploma and five (5) years of closely related experience.
  2. Proficiency in Microsoft Word and Excel software including ability to create new spreadsheets, troubleshoot and correct existing spreadsheets is required.  
  3. Ability to meet physical requirements as outlined in the attached worksheet.
  4. Must possess good written and verbal communication skills.
  5. Must be familiar with purchasing and budget procedures.
  6. Must possess a valid state of Florida driver’s license with a clean driving record.
  7. Must pass a background check and a drug test in compliance with the City’s Drug Free Workplace policy.
 
Responsibilities of position
 
Assists in monitoring and reviewing the data generated throughout the Utility Department necessary for City, State and Federal Government reports i.e. Gross Receipts Taxes, Utility Tax, Fuel Tax, EIA 861 and EIA 412.
 
Prepares and oversees entire budget process for six Divisions within the Electric Utility.  Develops spreadsheets for the purposes of financial planning and forecasting.     Analyses and interprets financial spreadsheets and makes suggestions for improvements and corrections. 
  
  1. Prepares and monitors the department’s budget with good working knowledge of the City’s HTE’s AS400/Naviline computer mainframe.  Analyses budget and prepares a monthly budget report for all Divisions within the Utility.
  2. Prepares invoices and verifies that payment has been received.
  3. Enters Payroll Hours
  4. Prepares reports capturing current pole attachments to be used for billing purposes.
  5. Compiles, categorizes, calculates, summarizes and issues reports for City Administration i.e. Billed vs. Produced and Power Cost Adjustment.
  6. Types correspondence, forms, reports, records requisitions, memoranda and other materials.
  7. Uses office machines with skill and proficiency.     Has excellent knowledge of computer programs such as Microsoft Word and Excel.
  8. Works closely with the Finance Department and Mutual Aid participants to capture and invoice all Hurricane related expenses to ensure complete reimbursement from FEMA and participating municipalities.
  9. Completes FMEA Tax & Contribution Survey, FMEA Safety Contest date, APPA Performance Indicators, APPA Tax & Contribution Survey, Electric Enterprise Fund Statistics, and Public Service Commission Assessments.
  10. Researches information pertinent to division operations.
